Erastus Kibirango, the LC5 Chairman of Luwero District, has appointed a National Resistance Movement (NRM) Councilor as Vice Chairperson in an effort to promote consensus and unity within the opposition-dominated council.
On Friday, Kibirango, the newly elected LC 5 Chairman from the National Unity Platform (NUP), along with 38 district councillors, took their oaths of allegiance at a ceremony held at Kasana Playground. The event was presided over by Luwero Chief Magistrate Esther Adikin, marking a significant step in the commencement of their official duties.
Following the swearing-in, the Chief Magistrate also oversaw the election of the District Speaker, where the National Resistance Movement fronted Viola Nanteza, the 28-year-old District Female Youth Councilor, and the National Unity Platform backed Yusuf Magimbi, the District Councillor for Kikyusa Town, for the contest.
But after intense negotiations, Nanteza dropped out of the race and was appointed Vice Chairperson by Kibirango, a move aimed at unifying the council. Magimbi was declared unopposed and sworn in as District Speaker.
Kibirango defended the appointment of the NRM councilor as Vice Chairperson, describing it as a strategic decision that would ultimately benefit the residents. He acknowledged that while there may be potential backlash from the NUP leadership, he believes that fostering collaboration and unity within the council is essential for effective governance and development.
He also appointed his former campaign agents to key roles: Ahmed Kasibante, the district Councillor for Busiika town, as Secretary for Finance, Issa Nsubuga, the Councilor for Ndejje town, as Secretary for Production, and Christine Nalugo, the district Female Councillor for Bamunanika sub-county, as Secretary for Health and Education.
Kibirango promised to prioritize promotion of extension services to farmers and fight against corruption in the term. Nanteza welcomed the appointment, noting that the decision to withdraw from the Speaker’s race was made to promote unity. She promised to serve all people of Luwero irrespective of party affiliation.
Alice Kaboyo, the State Minister for the Luwero Triangle, welcomed Nanteza’s appointment as Vice Chairperson. She commended LC 5 Chairman Erastus Kibirango for demonstrating political maturity and urged the council to prioritize the development of all residents, regardless of their political affiliations.
Kaboyo emphasized the importance of collaboration in fostering progress and unity within the community. At least 20 councilors are affiliated with the National Unity Platform (NUP), while 15 belong to the National Resistance Movement (NRM), and three serve as Independent Councilors in the Luwero district Council.
Although NUP councilors dominated the council in the past term, Derrick Lukanga, the Kikyusa Sub-county LC V Councillor on NRM candidate, won District Speaker following the resignation of his predecessor, Abdul Mazinga, in 2025.
Mazinga, affiliated with the National Unity Platform (NUP), stepped down in March 2025 after being appointed District Communications Officer. Lukanga was declared the duly elected Speaker with 21 votes, defeating NUP’s Fred Kitaka, who garnered only 12.
