The four decade rule of president Museveni has been and continues to be met with highs and lows. The National Resistance Movement (NRM) has been losing support in several regions over the years and also regaining others over the opposition. The Museveni led party is doing the same ahead of the 2026 general elections.
This has been witnessed in the results of presidential elections and sometimes parliamentary elections. However, the party has been strategizing on how to win in regions it perceives it has lost popularity towards every general election.
There’s a time NRM lost in Teso, some time in Gulu, and Kasese in 2016 to FDC and recently Buganda and Busoga in 2021. Unlike the previous elections, president Museveni came out to claim he has evidence NUP stole his votes in Buganda and particularly in Kampala.
NRM has had a bad run in Kampala and for the last 15 years, the party hasn’t won many positions in Kampala including the revered Lord Mayor position. During the 2021 general elections, NRM won only Central Division for Mayorship through Salim Uhuru and a few Lord Councilor positions but opposition especially NUP swept the majority in all the other four Divisions of Makindye, Kawempe, Nakawa and Rubaga.
Now ahead of the Kawempe by-elections taking place 10 days from today, Dr. Rogers Barigayomwe a senior political scholar and Lecturer at the Kampala International University revealed that NRM can’t win anything in Kampala even if they brought the pope from Vatican. Dr. Rogers says NRM can’t win Kawempe because they’ve never won it in the last 20 years.
Kampala has been an opposition stronghold and NRM has had only Hon Muhammad Nsereko who has been NRM leaning but has been standing as an independent. The party fronts candidates in all the constituencies but end up being swallowed by opposition especially Democratic Party (DP) and Forum for Democratic Change (FDC) and other parties before NUP outshined them in the 2021 general elections.
“In Kawempe, whether it’s not raining, people will use umbrellas. They will only vote an umbrella, you saw it in the elections where they don’t mind whether it’s a goat putting on an umbrella, it will be an umbrella. NRM is already demonized here in central in Kampala. So even if NRM brought a pope from Vatican, he can not win any election in Kampala. Anything yellow can never win an election in Kampala”-he revealed.
He further reveals that if he was a strategist for Museveni’s party, he would advise the party to arrest it’s own candidates to draw sympathy from the voters since many opposition leaders who are arrested end up being voted overwhelmingly due to sympathy.
“If i was a strategist for NRM, i would tell them to arrest their own candidates because they know the narrative here in Kampala whoever is getting arrested is the one who will get the favor from the public”-Dr. Rogers further says.
