President Museveni who fired three KCCA directors on Tuesday this week has filled their positions with other people to work in acting capacity. The president on Tuesday pulled off a shocking move when he dismissed dismissed KCCA Executive director Dorothy Kisaka, her Deputy Eng David Luyimbazi and the Health Director Dr. Daniel Ojok.
When he fired the three, the president ordered the Public Service Commission to initiate the process to find replacements of the three but also directed the Minister for Kampala affairs Minsa Kabanda to find three people he could appoint in acting capacity.

This afternoon, Museveni appointed KCCA’s Director Legal Frank Rusa Nyakaana as the Executive Director in acting capacity. He also appointed Sarah Zalwango as acting Director Health and also appointed the Authority’s Director Revenue Collection Robert Nowere as acting Deputy Director replacing Eng David Luyimbazi.
Prior to joining KCCA as legal director in April last year, Frank Rusa Nyakaana was the country representative of the Netherlands Institute for Multiparty Democracy (NIMD), a Hague based international NGO that works to promote dialogue among and between political actors for consensus building on matters of National development and peaceful co-existence.
He was also the Executive Secretary of the Inter-Party Organization for dialogue (IPOD), a forum that brings together political party leaders of all the parties represented in the parliament of Uganda.
