As parliament as came from recess today to consider changes in the 2024/25 budget appropriation bill returned to the house by the president, Members are meeting today and parliament is full house this afternoon.

In her communication to the house, Speaker Anita Among who has been on the receiving end  and under fire for sounding drums of support for corruption while in Lwengo two weeks ago has re-iterated and insisted that Members of parliament are not corrupt.

“First of all Honorable Members, we can not say that our members are corrupt. Even if some of our members have been arrested and they’re in prison, there’s a presumption of innocence. Honorable Members can you shut up, please, there’s a presumption of innocence, you can not say some body is a thief…..”said Speaker Anita Among

The Speaker is reading from another script with president Museveni who last month while delivering the state of the Nation Address revealed that there’s a corruption cartel involving members of parliament, ministry of finance officials and other accounting officers, Among insists there’s no corruption in parliament.

After the president’s comments on corruption in parliament, three members of parliament were summoned to the Criminal Investigation Directorate in Kibuli, Kampala. These were later detained at Kira Division Police, their homes searched and later remanded to Luzira prisons.

Speaker Anita Among’s comments watering down corruption existence in parliament come at a time when the total number of legislators behind bars over corruption is now five with two; Yusuf Mutembuli [Bunyole East], Cissy Namujju [Lwengo District] already committed to the high court for trial but still caged in Luzira prisons while Paul Akamba [Busiki East], Micheal Mawanda [Igara East] and Mudimi Wamakuyu [Elgon County] yet to get bail or even committed to high court for trial.

The three Mutembuli, Namujju and Akamba according to the charge sheet are accused of asking for a 20% kickback from the chairperson of the Uganda Human Rights Commission Mariam Wangadya off the enhanced 2024/25 commission budget and were reportedly recorded and later reported to Museveni who is now cracking them down.

The other two MPS; Mudimi Wamakuyu and Micheal Mawanda are accused of their involvement in the corruption scandal of the cooperative compensation cash under the ministry of trade. Of the five MPs behind bars, Paul Akamba is appearing on two charge sheets with those accused of seeking bribe from Mariam Wangadya and also with Michael Mawanda accused of mismanagement of Shs164billion cooperatives cash.

While in Lwengo two weeks ago, speaker Anita Among defended Cissy Namujju and said it’s better having a daughter who steals and shares with her people and having some one who steals and eats alone. This left many Ugandans questioning her stance on corruption in Uganda.
