President Yoweri Kaguta Museveni released a list of over 80 ministers. All those whose names appeared on the list were subjected to vetting by the Parliament’s Appointment committee chaired by Speaker Jacob Oulanyah and his Deputy Thomas Tayebwa. A total of 79 were cleared and were later sworn in as ministers and currently running their dockets.
However, some of those named as ministers were not cleared and didn’t swear in as Ministers. Four of these had citizenship issues while one person [Janet Kataha Museveni] named as Minister of Education and Sports was not cleared even when she had wanted to be vetted via zoom, the appointments committee insisted on her physical presence.
The other four who had citizenship issues included; Dr. Adonia Ayebare named Minister of foreign Affairs, Calvin Echodu named State Minister for foreign affairs, Shatsi Mushelure named State Minister for planning and economic development Microfinance replacing Haruna Kasolo and Dr. Lawrence Muganga who was named State Minister for Internal Affairs replacing Gen. David Muhoozi.
Adonia Ayebare, Calvin Echodu and Shartsi Musherule had dual citizenship for Uganda and the US while Lawrence Muganga had multiple citizenship for Rwanda, Canada and Uganda and the law bars them to serve as ministers when they hold dual citizenship.
The three who had American citizenship commenced on the process of renouncing their citizenship and reports suggest that they have been cleared and are set to be sworn in to take up their dockets. However, Dr. Lawrence Muganga instead of following the process to renounce his multiple citizenships of Canada and Rwanda embarked on a media campaign to play victim and seek public sympathy.

Owing to Dr. Lawrence Muganga’s citizenship woes, president Museveni has appointed Patriotic League of Uganda [PLU]’s Mr. Juma Witonze Kisekka who is also the NRM Chairperson for Gomba district as State Minister for Internal Affairs.

President also weeks ago named Hon. Haruna Kasolo Kyeyune as acting Foreign Affairs Minister and he has since championed the evacuation of some Ugandans who were living in South Africa owing to the March and March movement which ordered all foreigners especially undocumented immigrants to leave their country or face the consequences.
Museveni in the same line appointed Dr. John Chrysostom Muyingo as acting Minister of Education and Sports owing to the continued absence of first Lady Janet Kataha Museveni due to ill health since March this year.
