After a three weeks recess, parliament yesterday resumed plenary and top of the agenda was confirming Chairpersons and Vice Chairpersons for 13 committees which are led by Museveni’s party NRM in parliament.
The heavy deployment around parliament and across major towns in Uganda over the Anti-corruption march to parliament took centre stage even when the Deputy Speaker of Parliament Thomas Tayebwa has avoided a discussion about the youths who were protesting against corruption in parliament.

As the debate gained momentum, charged legislators wondered why government decided to deploy heavily in Kampala like a war-zone yet the protesters had only one weapon in their hands and those were placards with words written and chanting “Stop Corruption”, “Anita must Resign”.
Legislators also questioned why those marching against corruption were denied access to parliament yet those who one week ago marched against the Censure Motion Mover Theodre Ssekikubo were even escorted by police to and from parliament. The Deputy speaker who was chairing the session said the leadership of the house was not aware about that and didn’t give any guidance to the protesters who stormed parliament against Ssekikubo but clad in yellow attires.
Parliament was set to resume today and top on the order paper was considering the Alcoholic Drinks Control Bill 2023, that was tabled by the vocal Hon Sarah Acheng Opendi the Women Member of parliament for Tororo district.
Despite parliament leadership releasing today’s order paper, there have been last minute changes where the Speaker of Parliament has told the Clerk to Parliament to call off all plenary sittings for this week until next week on Tuesday 30th July 2024.
“I have been directed by the Speaker of Parliament, that plenary has been called off until Tuesday 30th July, 2024 at 2:00pm.”- Clerk Adolf Mwesigye said in a statement.
It’s not yet clear why the under-fire Speaker Anita Among decided to call off plenary. She three weeks ago elicited mixed reactions while in Lwengo district where she told Cissy Namujju’s voters that it’s better to have a leader who steals tax payers’ money and shares with their voters.

Few minutes ago the Clerk to parliament has issued another notice to the Members of Parliament calling them for a special sitting tomorrow to pay tribute to former Member of Parliament for Moroto Municipality in the 9th parliament also vice Chairperson for NRM in Karamoja Region Simon Peter Aleper who perished in an accident yesterday along the Iganga-Tirinyi highway.
Five legislators; Cissy Namujju [Lwengo District], Yusuf Mutembuli [Bunyole East] Paul Akamba [Busiki county], Micheal Mawanda [Igara East] and Ignatius Mudimi Wamakuyu [Elgon Constituency] have spent almost a month in prison over corruption related cases. They’ve been committed to the high court but are yet to be granted bail.
