President Yoweri Kaguta Museveni named the cabinet he’s going to work with for the term 2026-20231. The list released shocked with many big name politicians dropped and others retained. To the shock of many, Museveni retained Jesca Alupo Epel as Vice president, Robinah Nabbanja as Prime Minister and Rebecca Kadaga as 2nd Deputy Prime Minister and Minister in charge of East African Affairs.

The others retained include Gen Katumba Wamala who now moves to Public service, Gen Kahinda Otafiire who has been moved to the ministry of Water and Environment. Dr. Chris Baryomunsi and Dr. Jane Ruth Aceng were switched from Health to ICT and ICT to health.

In this article however we bring you some of the new faces who have caught the big man’s eye and got appointed. Several of those anticipated like embattled Speaker Annet Anita Among and former Mawokoto South MP Yusuf Nsibambi also missed out, maybe the big man will appoint them in the next cabinet.

Hon. Justine Nameere Nsubuga (Mamito wa Papito). Despite controversially winning the Masaka City Women MP seat after a recount which was later revealed that it was sanctioned by president Museveni. She is a first time MP but a daughter to veteran politician Vincent Bamulangaki Ssempijja who served as Minister of Agriculture and also as Minister of Defense and Veteran Affairs. The motor mouth Nameere has been appointed Minister of State for Local Government replacing Hon. Victoria Rusoke Busingye who has been dropped. Nameere will now work under Mr. Balaam Barugahara who has replaced Raphael Magyezi.

Hon. Yorke Alion Odria. He’s famous for being outspoken, he confronted Speaker Anita Among and Thomas Tayebwa about corruption in parliament at a time when every one feared to raise a voice or a finger at the Bukedea woman MP. He’s the MP for Aringa South. He had contested for speakership but stepped down for Jacob Oboth Oboth. Alion Odria is now a Minister of State for ICT (National Guidance) and will work under Dr. Jane Ruth Aceng who has been moved from the Ministry of Health.

Mr. Siraji Musa Ali. Little is known about his politics but he’s a son to Gen. Moses Ali who has been dropped from cabinet after over 30 years. Moses Ali has lately been visibly sick and Museveni decided to keep their working agreement by appointing the son to cabinet. He has been appointed Minister for Works and Transport (Works). He replaces Hon. Musa Francis Ecweru who has been dropped.

Hon. Sanjay Tana. He’s an Uganda Business Man of Indian descent but a long time NRM mobilizer and leader. He represented the people of Tororo Municipality. He has been appointed Minister of Trade and Cooperatives replacing Hon. Henry Mwebesa who has been dropped. Sanjay Tana joins cabinet at the same time when his son Shyam Jay Tana has also joined parliament to represent the people of Tororo Municipality.

Engineer Jonard Asiimwe: This Mining consultant who is also the NRM National Vice Chairman Western Uganda who sits on the party’s apex organ CEC has been appointed to the cabinet to serve as Minister for Science, Technology and Innovation under the President’s office. He replaces Dr. Monica Musenero who has been moved to the Minister of Energy and Mineral Development.

Amb. Adonia Ayebare: He’s a vocal PLU fanatic and CDF Muhoozi one time suggested Adonia should be appointed Minister of Foreign Affairs. This has come to pass, Uganda’s Permanent Representative to the UN has been appointed the new Minister of Foreign Affairs replacing Gen. Jeje Odongo who has been dropped from cabinet.

Dr. Charles Ayume: He’s a son to the late and former Attorney General Francis Joash Ayume, he represents the people of Koboko Municipality in Koboko district, this is his second term. He has been appointed Minister of State HEALTH (Primary Health Care) replacing Hon. Margret Muhanga Mugisa who has been moved to the Lands Ministry as a state Minister.

Dr. Lawrence Muganga: He’s the flamboyant Vice Chancellor of tycoon Sudhir’s Victoria University. He’s an academician who has been on Museveni’s radar for his style of leadership. He’s been appointed Minister of State for Internal Affairs replacing Gen. David Muhoozi who has also been dropped from cabinet.

Hon. Alum Sandra Santa: The Oyam District Member of Parliament is also among the new faces in Museveni’s cabinet. She has been named the new Minister of State, Office of the President, Economic Monitoring. She replaces Hon. Beatrice Akori Okello who has been moved to the Minister Incharge of Northern Uganda in the Office of the Prime Minister.

Hon. Desire Muhooza: She’s also a new face in Museveni’s cabinet, she’s the Kiboga District woman MP. Muhooza has been appointed Minister of State for Agriculture, Animal Industry and Fisheries, Agriculture. She replaces Hon. Fred Bwino Kyakulaga who has also been dropped from cabinet.

Hon. Robert Migadde Ndugwa: The long time Member of Parliament for Buvuma Islands has finally caught the eye of the President. Ndugwa has been appointed Minister of State for Agriculture, Animal Industry and Fisheries, Fisheries replacing Hellen Adoa who has also been dropped.

Hon. Phyllis Chemutai. She’s The District MP for Kapchorwa District. She has been appointed State Minister for Education and Sports, Primary Education. She replaces Dr. joyce Moriku Kaducu who has also been axed from parliament.

Hon. Cissy Mulondo. She Contested for the Luwero District MP on the NRM ticket, she didn’t make it and in the General Elections, she didn’t contest Independent, leaving the NRM Flag Bearer Agnes Kirabo to battle established Brenda Nabukenya who trounced her. Cissy Mulondo has now been appointed Minister of State for Finance, Planning and Economic Development, General Duties replacing Hon. Henry Musasizi who has been elevated to Cabinet Minister for Finance to replace veteran politician Matia Kasaija who was also dropped from cabinet.

Hajjat Amina Mukalazi: She’s also makes it to the cabinet. She has been serving as a senior Presidential Advisor and Head of State House local Content Unit in Uganda . She has been appointed Minister of State for Finance, Planning and Economic Development, Privatization and Investment replacing Hon. Evelyn Anite who has also been dropped from cabinet and appoint Senior President Advisor.

Hon. Shartsi Kutesa Musherure: She’s a former MP, a twin daughter to former Minister Sam Kutesa and CDF Muhoozi’s sister-in-law. She accepted not to contest for Mawogola North in the January 2026 elections giving a lee way for Museveni’s young brother Aine Kaguta Sodo. She has been appointed Minister of State for Finance, Planing and Economic Development, Micro-finance replacing Hon. Haruna Kasolo Kyeyune who has been moved to Foreign Affairs as Minister of State for Foreign Affairs, Regional Affairs.

Hon. Calvin Echodu: The very wealthy philanthropist is the new voice for Teso. He dethroned veteran politician Capt Mike Mukula as NRM Vice Chairperson Eastern. He’s also the new MP for Soroti City East Division. He has now been appointed Minister of State for Foreign Affairs, International Affairs replacing Hon. Henry Okello Oryem who has also been dropped from cabinet.

Hon. Kutesa Mary Kamuli: The Mwenge South MP from Kyenjojo Distrist is also a new face in the cabinet. She has been appointed Minister of State for Gender, Labour and Social Development, Gender and Culture replacing hon. Peace Mutuzo who has also been dropped from cabinet.

Hon. Lakisa Mercy Faith: She’s the Alebtong District Woman MP, also a new face in the cabinet. Hon. Lakisa has been appointed Minister of State for Gender, Labour and Social Development, Youth and Children Affairs replacing Hon. Balaam Barugahara who has been elevated as a cabinet Minister for Local Government.

Hon. Jackeline Mbabazi: The veteran politician is an MP representing the Elderly from Western Uganda. She’s a wife to former Prime Minister John Patrick Amama Mbabazi. She has been appointed Minister of State for Gender, Labour and Social Development, Elderly Affairs replacing Hon. Dominic Mafwabi who has also been dropped from cabinet.

Hon. Lydia Wanyoto Mutende: She is now the Woman MP for Mbale City after several attempts against Hon. Connie Nakayenze Galiwango. Wanyoto had contested for speakership but stepped down for Hon. Jacob Oboth Oboth. She has been appointed Minister of State for Public Affairs replacing Hon. Mary Grace Mugasa who has appointed Minister of State, Office of the Prime Minister Bunyoro Affairs.

Hon. Nakawuki Suzan Nsambu: She’s back to parliament as Mawokota South MP after beating Hon. Yusuf Nsibambi. She’s the wife of former ICT Minister Alintuma Nsambu whom she married in 2014. She has been appointed Minister of State for Tourism, Wildlife and Antiquities replacing Hon. Martin Mugara Bahinduka who has also been dropped.

Hon. Akifeza Grace Ngabirano: She’s the Kisoro Women MP, she replaced the Late Sarah Mateke who died in September 2024. She has been appointed Minister of State for Defence and Veteran Affairs, Defense same position Mateke had just been appointed to.

Museveni also remembered his old colleagues and appointed them to the cabinet. Prof Ephraim Kamuntu is back to cabinet as the New Minister for Internal Affairs replacing Gen Kahinda Otafiire who has been moved to the Water and Environment Ministry.

Hon. Sam Engola who is also back to parliament as MP for Erute South and served as Minister of State for Housing and Urban Development between 2011 to 2016. He has been appointed Minister, Office of the Prime Minister, Relief, Disaster Preparedness and Refugees replacing Hon. Hilary Onek who has been moved to the Office of the Prime Minister, General Duties.

Gen. Henry Tumukunde Kakurugu: He contested for presidency in 2021 and rethought his political future and opted to contest in Rukungiri Municipality which he won beating Dr. Besigye’s blued-eyed girl Ingrid Turinawe Kamateneti. He was briefly appointed to cabinet as Minister for Security in 2016 before dropped in March 2018 alongside the then Police Chief Gen. Kale Kayihura. He’s back to parliament and has been appointed Minister for Gender and Social Development replacing the UPC first lady Betty Amongi Akena.

Dr. Walter Crispus Kiyonga: He’s back to parliament as MP for Bukonzo West. Ever since he left cabinet, he was Uganda’s ambassador to China and has been the Chancellor of Makerere University. He’s back to cabinet as the 2nd Deputy Prime Minister and Deputy Leader of Government Business replacing the sick Gen Moses Ali who has finally been dropped after over 30 years in cabinet.

Hon. Harriet Ntabazi: She’s the Member of Parliament for Bwamba County in Bundibugyo District. She was dropped from cabinet in the previous reshuffle and replaced by former CDG Gen Wilson Mbadhi at the Trade Ministry. She’s now back to cabinet as Minister of State for Lands, Housing and Urban Development, Lands replacing Dr. Sam Mayanja who is now the new Attorney General.
