The promise of democracy, guarantee of human rights, respect of rule law, respect of the Constitution and safeguarding the liberties under the NRM have turned out to be an illusion.
This in turn have made the huge promises that the opposition gave to it’s supporters, not realized. Today, the leadership has fully flexed it’s military muscles onto the people and is disrespectful of the rule of law and has seriously wounded and decapitated the 1995 Constitution making it a laughing stock.
The disrespecting, belittling and viewing of the ruling of Supreme Court as erroneous is a big blow to the independence of the Judiciary, this is utter undue interference with the justice system though the wheel of justice is always slow, this time, the wheel can come to a halt.
The Army disrespecting its own code of conduct, some top persons in government engaging in massive corruption with impunity and the abduction of citizens from the streets, the random detention without trial, applying selective justice, the intimidation and blackmailing of the opposition, the regard of hard working Ugandans as useless and lazy people by the President, the nepotism and sectarianism, the divisive and threatening utterances from the CDF, the disregard of the Army code of conduct, etc. All amount to a worrying trend of events.
All the above mentioned have become the hallmark that point to the beginning of the breaking down of a nation. Uganda has descended into trivialities of partisan politics.
Ugandans are getting aware of the growing insubordination of the Army to civilian authority, the growing segmentation of the population between super rich and low class poor, party affiliation is more important than the citizenry of the nation. Citizenship is seen through the political microscope.
There are growing signs that Army is becoming superior to the three Arms of Government. The Army command is at liberty to make reckless statements even threaten to kill citizens it is supposed to protect and even belittle the Parliament of the country with impunity. All this goes unchecked by the High Commanders and Army Council.
Today, if not stopped and checked, the Army can swallow the State. Where civilian institutions are undermined, the Army has stepped in. The Army now reigns Supreme and is getting involved more deeper into politics and public positions, all these go against the Constitution.
The leadership sees it as more convenient to use the Army to organize and control the citizens yet this goes against the fundamentals of a professional Army, where in a true democracy, firm Constitutional guarantees should protect the State from two types of potential dangers, one from from civilians with military ambitions and the other from the military with political ambitions.
If the two dangers are given a freeway and allowed to achieve such dangerous ambitions, then the governance of nation becomes chaotic, where the rule of law is not respected, expect chaos.
Take note, that for civilians to depend and rely on the Army so as to remain in power is counter productive. This makes the Army to feel and assert itself that it can do better than the civilians and this can embolden, lead the Army which has the Monopoly of lethal weapons to think and act otherwise.
This is the reason that explains why there is a growing disregard of the Constitution and why the Constitution is frequently being decapitated and punched left and right and in end only one person and a few people have become the beneficiaries of a mutilated Constitution. Uganda is now left with a limping and a distorted Constitution.
And as we celebrate on October the 30th the anniversary of the dying 1995 Constitution, blame goes to all the three Arms of Government for failing to safeguard and protect it. All the Arms of Government are the beneficiaries but rest of Ugandans are the losers.
Finally, my prayers is, The Lord Almighty God, gives more wisdom to President Museveni to do a wise thing not hand power to any reckless person but allow due processes take place for the people of Uganda, to freely, without any hinderance, elect a person of their choice.
