PROFILED: Full List Of Museveni Ministries And MDAs Where Bosses Are Fighting

There are a lot of wars and bickering at several government MDAs in Uganda. These include the following;

At Lands, ministers Sam Mayanja and Nabakooba don’t like each other because the senior is uncomfortable seeing the state minister outshining her. Mayanja has solved more land problems than his senior and even Museveni likes him more because as a lawyer he specializes on land matters.

At the same ministry, a group of technocrats are always defying and respecting the permanent secretary Dorcus Okalany by undermining her authority. These include Justine Jjuuko the undersecretary from Hoima and the chief accountant Lawrence Nsubuga who came from internal affairs. Some technocrats also feel hated by Nabakooba who thinks they are more loyal to Mayanja than herself.

At Energy, there is war because some technocrats are hated by the PS Irene Batebe who think they were working with finance ministry boss Ggoobi to prevent her from becoming the accounting officer until when the president overruled the finance ministry.

At public service, some commissioners don’t like PS Musingwire because they say she is very tough on them and is always blocking their deals. And at public service commission, chairperson Winnie Kabogoza is being hated and fought by some commissioners who say she is always sidelining them from juicy deals which she cracks with only Dr. Mbabazi who is the commission secretary. They feel when she is going to state house or any other big place, Kabogoza sidelines them and only involves Mbabazi.

At the ministry of trade David Bahati isn’t on good terms with minister Fredrick Gume Ngobi the minister for cooperatives and was also not working very well with senior Minister Francis Mwebesa until recently. Mwebesa is accused of interfering in Bahati’s job in most cases especially when it comes to juicy things at UNBS.

At the judiciary, principal Judge Zeija is beefing with several judges and there are several other judiciary bosses who dislike CJ Dollo because of the fact that many young beautiful female magistrates and registrars can even fight for him because they have developed a crush on him.

At MAAIF, Minister Hellen Odoa isn’t on good terms with the PS General David Kasura because he is always refusing to fund her trips and other field assignments. Even one of the male ministers doesn’t like Kasura that much because of the desire to monopolize the attention of a PR guru called Charity who sometimes works for NARO.

At the gender ministry, ministers generally dislike their senior Betty Amongi because she doesn’t like to delegate them work. They are unhappy that she takes all the good deals and she is also not on good terms with the PS Kibenge Aggrey who dislikes her for over interfering in the work of especially the NSSF board where he sits as a member. One time a minister who is now dead went on sit down strike and stayed at home for many months to protest mistreatment by Amongi.

At the finance ministry, technocrats like undersecretary Ddamulira Sengonzi aren’t on good terms with minister Haruna Kasolo because they feel threatened to see how much the president likes him. They are also uncomfortable with the way Kasolo supervises microfinance support center. At NPA, which is also part of finance, Lydia Wanyoto, a director, doesn’t like board chairperson Pamela Mbabazi yet she is the boss the President put in place.

Minister Evelyn Anite isn’t on very good terms with Chris Baryomunsi and their quarrel started on who should have a bigger say in the matters of the revamped UTL. Each one of them wanted to be closer to the new UTL investor from Dubai but the president sidelined both of them having considered them to be cantankerous and chaotic.

At the ICT ministry, Chris Baryomunsi isn’t on good terms with the PS Aminah Zawedde and he even didn’t want her to get the 2nd contract but the president overruled him and gave it to her. Even Joyce Sebugwawo and Kabyanga don’t like Zawedde anymore because they feel she isn’t respecting them enough. Baryomunsi’s problems with Zawedde concern the juicy deals at UCC and also her secretive PR media dealings with Next Media’s Kin Kariisa.

At OPM, Nabanja isn’t on good terms with many of her ministers including Kasule Lumumba who used to be her boss at parliament when she was chief whip chairing the NRM caucus on the executive where Nabanja was the treasurer. Lumumba mistreated her a lot and it was feared Nabanja would use her new post as prime minister to revenge. At the same OPM, Charles Odongtho and Francis Jjingo don’t like each other enough inside the OPM press unit.

There is also a big fight between ONC boss Namyalo and the bosses at Kyadondo including Richard Todwong and Tanga Odoi. After the Kisoro defeat of NRM candidate, Namyalo was accused of trying to take advantage to get the president to punish Tanga and other bosses at Kyadondo.

These are fighting for the 2026 vote protection and campaign coordination deal for the president who is said to be favoring ONC with a lot of cash because Kyadondo already has the 8bn from the EC under IPOD all of which is controlled by Barbara Nekesa Oundo Lumolo.

At the electoral commission, there are camps which are antagonistic. Lawyer Eric Sabiiti belongs to one camp and its full of loyalists of former secretary Sam Rwakojo and they are accused of spearheading the whistle blowing campaign to state house which resulted in the removal of new electoral commission secretary Leonard Mulekwa.

Reports show that the president wants to give Mulekwa’s job to some former big man at EC who comes from northern Uganda. State house thinks that bringing in such a new person will help to stop intrigue at the election commission. To be continued later for part 2.
