Kiteezi landfill collapse of 9th August 2024 is still fresh in the minds of Ugandans especially those who lost their loved one’s, got injured and those whose houses were demolished during the rescue efforts while searching for bodies. 34 people lost their lives, several remain unaccounted for and majority were left homeless.
After the tragedy, politicians and the technical bosses in Kampala resorted to pointing fingers at each other and majority of the voices suggested some people were culpable, should resign or be fired after it was revealed that some bosses slept at the job.

The Betty Kamya led Inspectorate of Government (IGG) opened up investigations and in the report given to president Museveni, three top bosses were made accountable. As a result, president Museveni fired the Executive Director Dorothy Kisaka, her Deputy Eng David Luyimbaazi and the health Director Dr Daniel Okello.
In his circular to the Minister of Kampala, Museveni ordered that three names are sent to him to be appointed in acting capacity and ordered the public service to advertise the three jobs and find three names to replace the fired bosses.

Museveni would later appoint KCCA’s legal Director Frank Rusa Nyakaana as acting Executive Director, Dr Sarah Zalwango as Director Health and Robert Nowere as Deputy Executive Director.
In a list making rounds on social media, names have been revealed of those of who have applied to take on the job for the KCCA Executive Director, notably among these is former Vision Group boss Robert Kabushenga. The other top name on the list is Richard Patrick Byarugaba, former Managing Director of NSSF.
The acting ED Frank Rusa also applied for the same job as his name is seen on number 18. If the trending list to go by, eyes are now on the Public Service on the name they will forward to Museveni for appointment.
Last Friday, Dorothy Kisaka, Eng David Luyimbaazi and Dr Daniel Okello were arraigned before the Kasangati magistrates court and were remanded to Luzira prisons after they were charged with 57 counts including manslaughter and causing death rash or neglect act.
