For the past three weeks, long serving Lwemiyaga county legislator Theodore Ssekikubo and his other colleagues notably Sarah Opendi from the NRM have been running a signature collection campaign to censure the four parliamentary commissioners.

Ssekikubo and all the others who have signed accuse former Leader of Opposition and now Commissioner Mathias Mpuuga, MP Solomon Silwany, Esther Afoyochan and Prossy Akampurira of sharing a whooping Shs1.7billion among themselves as service awards which the motion movers say tantamount to corruption.

The signature collection drive suffered the first blow when Bukomansimbi District MP Veronica Nanyondo wrote to Speaker of Parliament withdrawing her signature of the motion claiming she was hoodwinked into signing something she didn’t know.

The drive also suffered another shock when Bugiri Municipality legislator Asuman Basalirwa claimed that his colleagues Solomon Silwany and Mathias Mpuuga [the service award beneficiaries] had instructed him to run to court and halt the signature collection drive claiming it was illegal. Basalirwa also claimed the movers were in contempt of court claiming Lawyer Male Mabirizi had run to court over service awards.

As the movers were contemplating on the way forward another shock came when the Government Chief Whip Hamson Obua directed NRM MPs not to append their signatures on the motion saying they should wait for orders from the president for the way forward. The directives however came when some NRM members including ministers had already signed the said motion.

However, president Museveni while spreading his anti-corruption gospel to the attendees of the Budget reading at Kololo independent grounds indicated that he doesn’t want to be involved in the struggles of removing the commissioners of parliament but acknowledged that what they did too is corruption.

Perennial litigant and City Lawyer Hassan Male Mabirizi also through his social media pages revealed that he had withdrawn the case he had filed in the courts of law regarding the controversial service award which has made Mpuuga and Colleagues confused with no escape route.

Before Museveni distancing himself from the commissioner saga on Thursday this week, Ssekikubo had only been able to collect 145 signatures and even released the list of those who had signed. But by closure of business yesterday Friday 14th June 2024, the signatures had raised from 145 to 164 and they’re just 12 signatures away to hit the requirement.

Reports from the corridors of power also indicate that the NRM party is also fighting tooth and nail to recall it’s three commissioners over the irregular service award and reports suggest the party doesn’t want the censure motion to make it’s way to parliament.

Experts have already indicate that once the censure motion makes it’s way to parliament, it will be a spark to a contentious debate that will reveal and amplify the soft voices regarding corruption in the 11th parliament which Museveni has already said is aware of.
