The Kampala Capital City Authority (KCCA) has this afternoon halted the construction works that had commenced along the Nakivubo Channel pending permission and guidance from the authority which is the custodian of city land and it’s development.

Lord Mayor Erias Lukwago had protested the development along the Nakivubo Channel sighting several concerns of land grabbing. He also revealed that Hamis Kiggundu didn’t have the necessary clearances to do the same. Lukwago also accuses that Ham’s earlier development in Nakivubo were causing floods in down town even inside Owino Market.

Nakivubo Drainage Channel In It’s Current State

“We instructed him to halt all activities that are ongoing without the requisite statutory guidance & permission. Under the guidance & supervision of KCCA, the developer is to remove all debris in the Channel as a result of his actions, ensure proper flow of storm water and the hoarded section is maintained to avoid any dance to human life and flooding in the area”-KCCA said in a post on it’s social media pages.

In a letter to the Prime Minister Robinah Nabbanja, president Museveni revealed how Ham presented every good proposal to develop Nakivubo Channel to curb waste management on his own cost. The president however also directed Nabbanja to allow Ham construct rentals on top of the channel to recover his money.

Lukwago would later lash at the president whom he said is not the city planner or engineer to give approvals to such projects which should under go a serious process to ascertain their execution and sustainability. KCCA had such a proposal in it’s smart city plan but such was halted due to funding.

For one man like Ham Kiggundu to clean and build Nakivubo channel on his own cost. One would wish to know how he’ll recover his money. So in his proposal Ham will construct rentals on top of the drainage channel after covering it to recover his money for very many years to come.

Ham Kiggundu had already started works even without approvals by KCCA but because the big man said Yes to his project which he even referred to as a godly proposal. KCCA now rests Lukwago’s fears and worries that the tycoon hadn’t been cleared by the city authorities to any development along the Nakivubo channel.
