Lord Mayor Erias Lukwago has been for the previous days been contesting plans by Business Man Hamis Kigundu’s proposal to ‘re-develop’ the Nakivubo channel down town in the City by covering it with new designs and later build rentals on top of it.
According to Lukwago, Nakivubo is very vital is eliminating floods in the city and KCCA had in the past had plans to modernize the channel to meet city standards but that didn’t happen because of money issues but Ham has been given greenlight by the city to redevelop it on his own cost and also construct rentals on top of it to recover his money.

Despite Lukwago’s noise in trying to rescue the contested public land around and on Nakivubo channel, president Museveni has now made a FINAL decision saying Hamis Kigundu showed him a very good proposal and should be allowed to go ahead with his plans on the contested city land.

In Museveni’s letter dated 2nd August, he highlights the challenges and threats which Ham highlighted in his proposal which include people throwing plastics in the channel because it’s open which pause a big health threat and flooding to the city and those who live around.
“I have got a very good proposal from Ham Kiggundu dated the 25th of July, 2025, regarding the Nakivubo Drainage Channel. Ham points out the fact that the channel is open, invites people to throw in rubbish including plastics, feaces, etc, all of which disgust the people contiguous to the channel, lead to blockages of the channel and flooding”- Museveni’s letter reads in part.

Museveni further says Ham’s proposal is imaginative and simple, he’ll clean it, cover it at his own cost. He then wonders about the godly proposal and how the Businessman will recover his money after doing the work on the Nakivubo channel. The president then directs Nabbanja to allow Ham to build rentals on top of the drainage to recover his money.
“His proposal is imaginative and simple. Allow him to cover the channel after cleaning it and strengthening it at his own cost. What a godly proposal? How will he recover his money? Simple. Allow him to build properties above it that will bring back his money”- Museveni directs.
Ham owns several properties down town, he also re-developed Nakivubo stadium and now wants to extend his rentals on top of Nakivubo drainage channel after cleaning and covering it stretching from Kiseka market.
