Motorists in Uganda are facing hard times as the Express Penalty System rolled out few weeks ago by Uganda Police and Ministry of works starts biting with penalties especially due to over speeding.
Majority of these are crying foul over Speed Cameras planted across the city and major roads which are issuing them with penalty tickets without clear description of the offences they’ve committed.
Ministry of works rolled out this Penalty system across major roads with speed limits ranging between 30 and 50K/h which majority say is impossible. These also accuse the system of issuing them with several tickets in a single day which is becoming hard for them to manage.

With a looming sit down strike by the Taxi operators over this unruly system, they are pointing an accusing finger at the Ministry of Works for rolling out such a system without engaging motorists in mobilization talks.
A meeting held at the ministry of works aimed at mitigating the issues raised by the taxi operators ended prematurely after the Commissioner of Transport Regulation and Safety, Winstone Katushabe arrogantly told the motorists that they shouldn’t complain much but only the mercy of the Minister of works and transport can help them if he wishes so.
This caused chaos as the taxi operators slammed the commissioner for his arrogant talk without even giving hope of providing a solution to their complaints.

Despite the flaws about the Russian company implementing this system on behalf of government which were highlighted by legislators, government went ahead to give them the deal to handle digital number plates.
It has also been revealed in parliament documents making rounds online that the Russian Company will take 80% of the over $500millions expected to be raised from the project while government of Uganda will only pocket 20% of the penalties Ugandans are being fined.
