JUST IN: Defiant Museveni Blasts Supreme Court, Pushes For Amendments To Continue Trying Civilians In Army Courts

President Yoweri Kaguta Museveni Tibuhaburwa has today expressed his dissatisfaction with the Supreme court over their landmark ruling which brought an end to the trial of civilians in the General Court Martial. The ruling has since been welcomed as a sigh of relief and hope for the rule of law.

The bitter Museveni in a three page dossier has criticized the Chief Justice Dollo’s Led Supreme Court Bench insisting that the decision is misguided as he praises the contribution of the Military courts in maintaining national security and stability especially in Karamoja. The president referred to the justices as foreign oriented.

“….on getting back to Kampala, I was sorry to hear of the wrong decision by the Supreme Court in the matter of the fire-arms armed civilians being tried by the Military Court Martial. This is a method which we the freedom fighters support because it reinforces the Civilian judicial system to defend the lives of our people against criminals armed with guns…”-Museveni statement reads in part.

Museveni further reveals that some of the foreign-oriented justices of the supreme court especially Mike Chibita and Mugenyi somehow sided with the court martial. The president also kinda says that even the Chief Justice Alphonse Owiny Dollo said that the court martial can be used to try civilians if adjustments are made in the UPDF Act which established the Kangaroo Court which was established as a Tribunal but upgraded itself into a court without proper changes to the establishing laws.

According to the Museveni statement and acknowledgements of some parts of the ruling, he pushes the Attorney General to prepare amendments in the existing laws especially the UPDF Act to change the Court Martial into a fully fledged court with the mandate to keep trying civilians.

“….even the CJ ruled that the Court Martial could be used if adjustments are done here and there. I salute that contribution. Even the others who ruled against us, had some interesting comments that will be followed up that point towards the need for rationalization in the procedure of trying civilians in the Military courts”-Museveni Statement further reads.

The president’s statement further elicits more reactions after making it clear that the country is not government by judges but by Ugandans who are old enough to vote and make changes to the constitution.

“Anyway, the country is not governed by the Judges. It is governed by the people -all of us Ugandans, that are old enough to vote. In the matter of the Constitution and other legislations, we govern ourselves by having Referenda or Constitutional amendments or amendments of the laws by Parliament.”-writes Museveni
