As the country gears up for the 2026 general elections with the road map already out and the commission putting hands to several activities including the update of the national register and demarcation of all electoral areas in the country, it’s not well for some bosses ahead of the polls.
In the news, five Electoral Commission bosses have been suspended pending investigations at the commission over mismanagement. Among the top bosses suspended is Leonard Mulekwah who is the commissions General Secretary and three others.
Sources at the commission indicate the president instructed the commission boss Justice Simon Mugenyi Byabakama to suspend the four bosses after intelligence reports pinned them in financial mismanagement causing financial loss to government. The other bosses on the suspension list include George Kyeyune, Abdul Kibesi, Fredrick Tibakuno and Umar Kiyimba
The Secretary had just reported from his leave on 9th January but he was shocked when he was told that the commission decided to suspend him longer for further investigations”-a source at the EC told this publication.
An internal memo which Mr. Leonard Mulekwah wrote to the his boss Byabakama and to the other directors show that he’s surprised of the suspension over investigations which are casting him in bad light for having involved himself in irregular disbursement and accountability of some funds.
“Indeed, for the smooth investigations without interferences; I do hereby effective today 13th January 2025 vacate office to pave way for the said investigations”-reads part of the memo.
The situation at the Electoral Commission is a replica of what happened in July 2020 towards the 2021 general elections when almost 8 senior unceremoniously left the electoral commission and were fired and forced to tender in their resignations.
Led by Rwakoojo, Jotham Talemwa, Godfrey Wanyoto the former head of procurement and Pontious Namugera the former Information Technology Director were shown an exit and the president would later on September 7th clear the air that he caused the sacking of the said bosses over corruption.
“For the general election, we must get a method which does not allow cheating. We must have digital recognition of voters using the biometric machine. This was supposed to be done in the previous [2016] elections, but the corrupt fellows in the EC, who were sacked recently, bought machines which did not do this”-the president said on September 7 2020.
